The long-dormant corridor of Madison Street is poised for a massive transformation. Department of Planning and Development (DPD) Commissioner Ciere Boatright announced today that the city has officially selected a winning proposal for a $42.2 million athletic and cultural campus designed to serve as a cornerstone for community revitalization.

The project, titled the Madison Street Athletic & Cultural Complex, is a joint venture between The Brim Foundation and P3 Markets. The 30,000-square-foot facility aims to address a historical lack of recreational infrastructure in the neighborhood while providing a safe haven for local youth.

The sprawling complex is slated to rise on nearly an acre of city-owned land at 2905-29 W. Madison St. and 2900-14 W. Fifth Ave. The site, currently valued at approximately $996,000, will be purchased at its appraised price. According to development plans, the facility will be a “one-stop shop” for community needs, featuring an indoor baseball diamond, a fitness center, an academic learning center, a teaching kitchen, a music and media studio, and an arts and culture hall.

“The project’s strategic mix of uses and high-quality design will contribute to Madison Street’s ongoing revitalization while supporting community health and well-being,” Commissioner Boatright said during the announcement.

The selection concludes a competitive process triggered by a 2025 Request for Proposals (RFP). The Brim Foundation and P3 Markets beat out rival bids by demonstrating superior financial capacity and a proven track record for large-scale urban projects. While the developers are leading the private investment, the City of Chicago may provide a significant boost. The project is eligible for up to $10 million in financial grants, though this assistance remains subject to City Council approval.

The project is being lauded for its local roots; the development team is minority-led and West Side-based. The architectural vision is being spearheaded by BKL, with construction duties assigned to BOWA. The DPD and the 27th Ward office are expected to host a community meeting in the coming weeks. This forum will allow East Garfield Park residents to review the blueprints and provide feedback before construction begins.

For a community that has often felt overlooked by major downtown investments, the Madison Street Athletic & Cultural Complex represents more than just brick and mortar—it represents a $42 million bet on the future of the West Side.
